Law Enforcement: Incompetent or Crooked?

The Scrub Club has gone through many employees in the 2.5 years I worked there. Many employees had legitimate complaints, including having paychecks illegally withheld, and the ongoing issues of no FICA or other taxes being paid. I am certain there have been previous complaints to local, county and state agencies about the operations of the club. But, nothing happened.

The Scrub Club has had a number of secretaries who were aware of some of the criminal acts of Jerry Andrews and some of them made statements that they were going to turn Jerry in. But again, nothing happened.

Finally, after Andrews refused to give me my last two paychecks or return my property that was at the club, I decided to do something. It is not just a matter of these personal things. I have witnessed him do so many bad things, and undertake acts which could only be criminal offenses. After my trip in May/June to the Ukraine during which I witnessed many things that seriously bothered me, I had decided that if Jerry gave me a reason, I would have no choice but to do what I could to put an end to his cheating and illegal acts. It became clear to me in the Ukraine that this man was truly evil and needed to be stopped.

Thus, I decided to visit the office of the State Attorney. I wanted to see the State Attorney Mark Kohl personally, but that was not going to happen. I spoke with an investigator who interestingly was a jail guard when Jerry Andrews was in the county jail. I told him most of what is on this site. He failed to take any notes. He said he didn't know much about fraud and would have his boss, the chief investigator in the State Attorney's office, call me and set up a meeting. THIS INVESTIGATOR NEVER CALLED ME BACK. I heard absolutely nothing from the State Attorney's office. So, are they incompetent? Don't they care about white collar crime? I even asked the investigator if they could handle this sort of a case, and he didn't answer. No wonder, it seems the only thing they do are drugs, drunks and assorted morons who hand themselves to the police. (And assorted bogus arrests for their bubba buddies.) If you look at the sheriff's web site regularly like I do, you'll see that there are virtually never any white collar arrests. Personally, from my own experience, the State Attorney is crooked and incompetent.

A week or so after that I called the Florida Department of Law Enforcement. No investigator was available, but the receptionist took my name and number and said an investigator would call me. NO INVESTIGATOR EVER CALLED.

Then there was Michael Carroll. Jerry and his sexual predator friend actually bragged about how they were violating the law. Carroll moved to Colorado with Jerry when Jerry purchased a house there. Sometimes an indirect assault is the best. Calling any law enforcement in Florida seemed pretty pointless. I checked the web site of the Colorado Dept. of Investigation and noticed that Carroll was not registered. I contacted Colorado and they contacted Florida and asked Florida where Carroll was. KWPD sent detectives to find Carroll at the Scrub Club, and surprise, no Carroll. A warrant was issued for his arrest. Although I didn't know Jerry's address in Littleton, Colorado, that wasn't a problem for Colorado law enforcement which showed up at Jerry's door and arrested Carroll. I would have loved to see the expression on his face. So one less sexual predator on the streets for a while.

Michael Carroll was registered at room 102 at 11800 E Colfax Ave, Aurora, CO 80010 which is the King's Inn, but not where he was actually living. He was actually living in Andrew's basement. Opps. Police even interviewed the cleaning staff there and learned that the room had never been slept in. Not very clever boys!

After Carroll was arrested and returned to Florida he was released and worked at the Scrub Club. He was later fired and moved home to Palm Beach, FL. Andrews and Carroll made up and Carroll once again returned to Andrew's rented house in Colorado. Then a major firestorm of public opinion came about which is reported on the main page. Now in July 2005, apparently to let the heat die down, Carroll is back at the Scrub Club. Local law enforcement notified neighbors which has resulted in articles in Key West The Newspaper and the Key West Citizen on July 29, 2005.

On 08/25/07 Michael Carroll was arrested on three felony charges involving sexual offenses with minors. He sits in the Monroe County Jail with $500,000 in bail. He also has a probation violation hold so he couldn't get bailed out anyway.

However, if you have any influence with law enforcement in Key West, Monroe County or the State of Florida, you might want to suggest they look into all of this. Personally, I think there should be a state grand jury which could subpoena people and documents. It could take lots of testimony and issue indictments. Perhaps what we need in this crooked county is a federal grand jury.

Jerry Andrews is still free. Perhaps a small bit of justice is coming to him. He engaged in a lawsuit against the owners of a club he claims was taken from him while he was in prison. The case was ultimately dismissed and now the court is holding a hearing to determine the other sides attorney fees and costs which Jerry will have to pay.
